Alma Rosa García

Secretary of Fisheries and Aquaculture of Baja California.

She is a Baja Californian woman, born in the municipality of Ensenada.

She holds a degree in Biology from the Autonomous University of Baja California, a Master’s degree in Fisheries Science from the Faculty of Marine Sciences in Mazatlán, Sinaloa, and a PhD in Science (Use, Management and Preservation of Natural Resources) from the Biological Research Centre of the Northwest, in La Paz, Baja California Sur.

Her enthusiasm for science and her active participation in alliances with the productive sectors, academia, different government bodies and institutions such as CONAPESCA, SEMARNAT and CONANP have led her to take an important leadership role in fisheries science, as she has contributed to national and international publications in different media, book chapters, scientific articles, research reports, and academic papers.

She was a senior researcher at the National Institute of Fisheries and Aquaculture (now IMIPAS) for more than 30 years, specialising in aquatic resource management, marine ecology, aquaculture and fisheries. During these years of experience she held important positions as a public servant at the Federal level, such as heading the Directorate of the Regional Aquaculture and Fisheries Research Centres in Ensenada Baja California and Guaymas Sonora.

She is currently the head of the Secretariat of Fisheries and Aquaculture of Baja California, in the current administration of Governor Marina del Pilar Ávila Olmeda (2022-2027). In this position, she has promoted the development and growth of the agri-food sector in the northern border, being today the fishing and aquaculture production of Baja California, a precedent, which offers a wide diversity of species aimed at the demand for food with excellent source of nutrients due to the high protein content, caught in a sustainable manner. Likewise, from this trench it promotes the consumption of these marine resources on a local and international scale, contributing to strengthen food security and improve nutrition.

On 28 September 2023, she was elected President of the National Association of Aquaculture and Fisheries Officials (ANTAP), an institution made up of the heads of the Ministries of Fisheries and Aquaculture of the States of Baja California, Baja California Sur, Sonora, Sinaloa, Nayarit, Tamaulipas, Campeche, Tabasco, Veracruz and Yucatán, Veracruz and Yucatán, whose objective is to generate a space for analysis of the problems of the states and the search for solutions through the construction of agreements and the execution of agreed actions for the benefit of Mexicans and specifically of the fisheries and aquaculture sector.
